Home Price Index : how to interpret? (help!)



I do not understand what the Y axis numbers represent in a practical way, can anybody here help me understand this? I guess my goal is to understand how to interpret a chart to see if my city Duluth MN might be in a housing bubble, or not, but I want to be able to understand the chart.

For example, here is the chart of the Home Price Index (HPI) for Boston which I have read might be in a bubble
